Ground Transportation Frequently Asked Questions (FAQ)

All ground transportation operators must keep their accounts in compliance. That means:

  • Payment of yearly $150 admin fee
  • Payment of monthly circuit fees (Billing will be sent by email from gtbilling@lawa.org)
  • Keeping your business documents/certifications current
  • Maintaining CPUC “active” status
  • Maintaining “approved” insurance status with LAWA’s Risk Management

Yes, the LAWA Ground Transportation Permits Office is conducting business. Transactions are conducted touch free and online ONLY. Complete a service request at http://lax.to/gtservicerequest. Due to limited staff, please allow 15 business days for a response.  

In-person appointments are for new transponders ONLY. All other transactions are handled remotely (e.g. update your account, delete vehicle, remit fees, etc.).

To get an appointment for a new vehicle transponder, complete a service request at http://lax.to/GTVehicleAddDelete. GT staff will set an appointment date and time after confirming your account has:

  • Active status with the CPUC and vehicle is listed on the portal
  • Insurance approved by LAWA Risk Management and vehicle listed on the schedule
  • All administrative and circuit fee payments made.

 

You will receive an email notification from Intelledox to renew your NELA online 60-days before the expiration date (check your spam folder). You will upload documents and make payment online. Paperless and mobile friendly too!

If you do not receive notification, submit a service request at http://lax.to/gtservicerequest. Staff will contact you and assist on how to renew online.

The 2022 TCP re-decal period is once again being processed online. TCP Operators will receive an email from SmartIQ according to the following schedule. This process is to update your documents and pay your yearly Annual Administrative Fee only. Late fees apply if the online application is not completed in the month assigned. The blue 2022 vehicle decals will be issued within 60 days of application completion. Field enforcement will occur 60 days after the end of the Operator’s assigned re-decal month..

 Charter Operators must pay the following fees:

  • New application/license agreement fee - $150
  • Yearly administration fee - $150
  • New, lost or unreturned transponders - $50 each
  • Trip Ticket/Access fees - $5 or $8 per pick-up trip, depending on vehicle size
  • Lot Avoidance fees may vary
  • Late fees, $20 per month

Business check, money order, cashier’s check, Visa and MasterCard credit card payments are accepted for all fees. Personal checks and cash are not accepted.

Ground Transportation transactions are being conducted online and touch free. Operators may submit a service request at http://lax.to/gtservicerequest. Once all documentation is received and validated, staff will contact you to complete the transaction. In-person service is ONLY to physically receive or return a vehicle transponder. All documents MUST be received and approved by the Permits staff prior to staff assignment of an appointment time to receive a new vehicle transponder. Any in-person interactions conducted adhere to Centers for Disease Control and Prevention (CDC), Los Angeles County and City of Los Angeles requirements and guidelines including social distancing and face coverings. 

Yes, you are still responsible for your contractually agreed upon trip ticket fees. The Commercial Vehicle Holding Lot has closed the booths and operators are receiving a monthly accounting of trip ticket/access fees for trips made into the LAX Central Terminal Area. New Company Orientation (NCO) has been reformatted and is available online after the Non-Exclusive License Agreement (NELA) for operations is fully executed. No. If you have vehicle permits with "2021" or earlier years, they are expired and the vehicles should not be driven in the LAX Central Terminal Area (CTA). If the vehicle permit is expired, the vehicle is unauthorized and subject to enforcement efforts by Airport Police and the California Public Utilities Commission (CPUC), including citation and impound.

No. If your insurance is expired, revoked or “not approved”, you should not be driving in the Airport. You must have current and approved commercial vehicle insurance at all times to operate at LAX.

Insurance documents must be uploaded by your insurance agent directly to the LAWA PINS Advantage System with the job code sent you, the Operator, from no-reply@pinsadvantage.com. Be sure to check your spam/junk folder. The Hold Harmless Agreement should be sent directly to riskinsurance@lawa.org. For questions, contact riskinsurance@lawa.org. The Ground Transportation Office does not accept insurance forms.

Transportation Charter Party (TCP):

If payment is not received by the due date, your account will be delinquent and further action may be taken, including suspension and/or termination of operating rights at LAX .

No, the sign does apply to commercial carriers. Commercial vehicles must utilize their assigned drop-off and pick-up zones. Charter vehicles are required to drop off on the Upper/Departures Level unless it is closed and an officer is actively directing traffic to the Lower/Arrivals Level. Operators are responsible for paying for all trip and circuit fees for use of airport roadways.  



Trip Fee Prepayment (Invoice) Program:

Currently, due to COVID-19, the Charter Trip Ticket payment booths are closed. The difference is that TCP companies not on the Trip Fee Prepayment invoice program are charged for every circuit conducted in the LAX Central Terminal Area roadway. Companies on the invoice program are charged for circuits with a grace period that allows for re-circulation within a short period of time.

A Charter Party Carrier must be in good standing with the following requirements:

  1. A current, valid Non-Exclusive License Agreement for Charter Party Carrier Transportation Services to and from LAX
  2. Valid insurance approved by LAWA Risk Management
  3. Execute a Pilot Trip Fee Prepayment Program Agreement
  4. Submit a Prepayment Deposit

The Faithful Performance Guarantee (FPG) deposit will be at least $3,000 or three times the highest monthly Trip Fees that have occurred in the most recent 12-month period, whichever is greater.

Your Prepayment deposit amount is evaluated yearly, based on the most recent 12 months. If the new Prepayment amount is more than 10% greater, you will be notified to submit payment for the difference.

Let us know if you ever want to leave the program, we’ll settle your account and refund any of the remaining Faithful Performance Guarantee (FPG) deposit.
