If you drive a non-commercial vehicle you are a
Transportation Network Company (TNC) driver and are bound by the TNC
Airport Rules.
If you drive a commercial vehicle and are registered with the California
Public Utilities commission as Transport Charter Party Carrier (TCP),
then you are a TCP and must always abide by TCP Airport Rules even
when
utilizing TNC apps to do business.

The TNC Hold Lot is located at 6100 Westchester Pkwy Los Angeles, CA 90045. The TNC Staging Lot will be the third entrance on the right-hand side after turning South onto Jet Way BL from Westchester Pkwy.
The TNC Staging Lot is for drivers that are online and actively waiting for a pickup only. Drivers who are off-app or sleeping will be issued an administrative citation. Drivers who leave their vehicles unattended will also be towed..
Non-commercial (non-TCP) TNC drivers are required to display a TNC Trade Dress and Valid Airport Permit at all times while active or staging on airport property; this includes the Central Terminal Area, LAX-it, and the TNC Hold Lot. Failure to visibly display either will result in an administrative citation.
Commercial TCP drivers utilizing TNC platforms to do business are not issued TNC Trade Dress or Airport Placard and so neither should be displayed.

Account sharing is prohibited and illegal. Drivers found using an account that does not belong to them will be issued a misdemeanor citation and court date. Drivers will also have their vehicle towed and their TNC account deactivated. DON’T DO IT.
Admin Citations:
It depends, but usually for a first offense there is
no penalty to the driver. However, if the nature of the offense is
egregious or if the driver refuses to cooperate with airport personnel,
LAWA may request to revoke the airport authority of the driver/vehicle
with the TNCs.
Reoffending drivers who receive multiple Administrative Citations in and
up to a three-year period may also have their airport authority revoked
by the TNCs.
No. Presently all monetary penalties for Administrative Citations get assessed directly to the TNCs.
No, Administrative Citations can only be contested by the TNC to whom it was issued.
Prior to being granted authority to perform airport
trips Uber, Lyft, and Opoli are required to train drivers on the LAX
airport procedure follow this training and you should be able to avoid
most airport specific violations.

A TCP alone is not sufficient, operators must have both an active TCP with the California Public Utilities Commission and a LAWA Permit issued by the LAX Ground Transportation Office.
No, and picking up at the airport or staging in the Commercial Vehicle Hold Lot (CVHL) without a permit will put your application at risk. Additionally, if found picking up or in the CVHL without a permit LAWA will request your airport authority be removed on all TNC platforms.
No, this is prohibited while at the airport and the TNC platforms should prevent you from entering those queues while on-app using a TCP vehicle.
